Police Clearance requested for country never been to

I am sponsoring my parents under family class and they have been requested to provide Police Clearance from Philippines .
My Parents have never been to Philippines and they don't even have visa for that country . They have been to Thailand for few days.

So now the issue is Philippines embassy is not ready to provide us clearance . Has this ever happened to some one .
Can some one advise me what needs to be done.
I have already emailed them and have raised the request via web form .

Can you give more detail? Is it possible the country for which requested was just an error?

if you never mentioned, "The Philippines" in your parent's travel history and CIC is asking for its PCC then it's certainly a mistake. You need to call CIC or send them a mail. You can also send them the reply( if you have an email/letter) from the Philippines authorities regarding the denial of PCC.
