Because as per IRCC website “certified copy” is a bit different from #3 document in ATIO package. Certified copy must say that “this copy is true with original” bla bla and many other things. While what ATIO translator gave me is just black&white copy of original with her stamp and signature, nothing else is written there. That’s why I’m confused...
Did you submit just scan of original + ATIO package and everything went smoothly?

here is the info I found:
documents that are in a language other than English or French mustbe accompanied by an
official translation of the original document, or of a certified copy of the original document in English or French. That translation must be
- of the original document, or
- of the certified copy of the original document, and
- certified by a certified translator,
so, in summary, it will be 4 docs.
original, and ATIO package(3 docs).
and, yes these are the docs. I sent during my file submission and I already had a DM.
So no trouble at all. Never had a question about this from CIC.
so feel free to go ahead with submission.
and about the certified copy: its a copy of the original but certified. Its just a protective measure to stop faking the original doc.
But in your case you dont need cert. copy.
