A distant realive of mine has offered me a job after I get a PR. Said job requires me to get a certificate post PR. Is there any stream that allows me to get to Canada, get the certificate, and then apply for the PR?
 
What is this certificate that you need once you have PR? If your relative is offering you a job, then this “employer” needs to apply for a LMIA. Your employer needs to prove that no Canadian or PR could be found to do the job. Once there is a positive LMIA (may be declined if NOC is not in demand and depends on province), you can receive 50 points. If this is what you are trying to do since you say job offer AFTER PR.

Its a certificate to work in Banking field. My question is can I go to Canada as an outsider just to do the certificate exam, come back, and then finally apply for PR
 
Not right now due to covid. You need a visitor visa. A banking certificate doesn’t give you any extra points for PR so you might as well get PR first.

What certification is it? Certifications generally aren't required to work in banking.

7) Do you have a certificate of qualification from a Canadian province, territory or federal body?
Note: A certificate of qualification lets people work in some skilled trades in Canada. Only the provinces, territories and a federal body can issue these certificates

If yes, then this will give me extra points to fulfill the requirements.

No - you won't get extra points for this. The extra points are only awarded for certifications for people who are in trades (e.g. plumbing). Banking is not a trade so no extra points.

You will not get points for banking certification. See the note: it is only for skilled trades like plumbers and electricians. Again get PR first and then take the certification.
