If I wish to be in the pool as a doctor, who will evaluate my credentials? WES OR MCC? i
 
You aren't in the pool 'as a doctor' and you are not going to be selected 'as a doctor' - i.e., your employment prospects ain't the point. Your experience as a skilled worker (doctor) is the basis of your eligibility. To show that your academic qualifications are equivalent to Masters/entry to practice, you need an ECA. Your MCC evaluation may be necessary for other purposes.
 
For the OINP Ph.D. stream does one still need to write IELTS and have a credential evaluation?
 
It is stilll confusing for some people.
I think if your "primary occupation" is 3111-3112 on the EE profile, and you have a "work history" of 3111-3112, then you need the evaluation from the MCC.
However, if you graduated from medical school, but you did not practice as a physician or you will not work as a doctor anymore (may be a professor at a university noc 4011), then you can get it from WES.
Am I right?

I've been waiting for my wife's ECA from MCC for months and we are getting desperate. Can we apply for ECA with WES just to claim points in EE? I am the main applicant.

At first, we get evaluated by wes and the night before we submit our application, we realised this issue. And went through MCC and claimed crs point successfully. Although it costs us couple of more months, it was worth it.
