I’m planning to migrate to Canada but with my family only I can do the same.We are 4 members in our family me, my spouse,my father in law and my brother in law.As I got informed that I can’t apply for my brother in law with us for PR.But we can’t leave him alone back to us as he is totally dependent on us.
Can I apply for him also in my family for PR?
 
Then I would suggest not to file for PR.

Family unit doesn't include parents nor inlaws.
Only yourself (principle applicant), spouse/common law partner and your own dependent children (under 22 years old).
This is how immigration Canada consider as a family unit.

You can only include yourself and your spouse in your application.

Your father in law and brother in law are not classified as dependents - and cannot migrate with you.

Then what can I apply for because I want to migrate to Canada.

There is no program that allows you to include your father in law and brother in law in the application.

Again, you can only include your wife in the application.
 
After how many months can we sponsor our family then?
Not months...years. How old is your brother-in-law? If over 22, you can’t sponsor him. To be eligible to sponsor your father-in-law, you need 3 years of canadian income tax returns showing LICO (minimum income) for the total number of people in your family. When this happens you apply and enter a lottery. You may wait years to be selected.
 
We can’t move without our family.I consulted to Y-Axis and they were like you can take your father in law with you but not brother in law.He has to apply separately they said.
 
You can't take your father-in-law with you. He can get a visitor visa but this is not to live with you. And his visitor visa may be refused as he needs to show strong ties to his country. You aren't eligible to sponsor your father-in-law for at least 3 years. Your brother (how old) must immigrate on his own depending on his age. When are you immigrating?

Y-Axis is wrong. Agencies will often make things sound easier than they are because they want your money.

You cannot take your father-in-law with you as part of your application. The earliest you may qualify to sponsor him for PR is three years after you have moved to Canada. He can try to obtain a visitor visa to visit you in Canada during these three years, however approval is not guaranteed. If you want to move to Canada, you have to be prepared to be separated from your father in law for several years.

Your brother in law will have to qualify on his own. You cannot help him or sponsor him.
