I enrolled and registered myself in SINP program and received a letter stating that
'Thank you for your interest in the Saskatchewan Immigrant Nominee Program' and after few months i received mail from sinp that i need to pay application fees within 15 months which is non-refundable to complete my application otherwise EOI will expire after that duration.


What does that mean?
Is it a invite from saskatchewan or are they taking processing fees before givig invite?

This is probably a Spam.
You should file a complete application and pay 350$.
They do not email you to pay the fees ( i mean they do ask for the fees but within the application)
