One of my known application was received on feb 4th . And they got biometrics in nov. but most of biometrics are closed so they did not do yet .

As far as I know nobody was approved yet from outside Canada.

They did not mentioned on their websie did they approved applicantions whose applicants are inside or outside of Canada.
On the website is only numer of approved and number of rejected applicants till the end of December 2019. And they did not processed all applicants from 2019, just one portion.

In the groups that I'm in, I haven't encountered anyone from outside that has gotten a work permit. Usually, the most progress that they have is medical request.

It's a different story for those inside.

I am inside with 24 months experience. I submitted in March and no AOR .. PGWP will expire in 2 weeks and no AOR to apply for bowp ... I’m confused and don’t know what to do now
