Delay in visa. Can I change the course after receiving AIP / study permit

I applied on 16th May, with passed medicals and have AIP and bio. But no update yet on the visa and program starts in 20 days. Looks like I won’t be able to make it.
College has asked to reapply as they can’t differ, in that case, can I change the college (DLI) and course for September21?

This seems complicated. Where is your VISA office?

Ottawa. I will try to get through for the same course but for sept intake incase they don't offer me admission againn- can I change the dli?
Please help
