Eligibility is the most important stage and if you have passed it then you don't really need Gcms Notes and the application will takes its course till approved. To determine if its passed by an officer; if Security is in progress then it's a clear signal that Eligibility has been passed by an officer. Sometimes Eligibility may have been passed by an officer and security has not started due to administrative delays What you can instead of Gcms Notes is that you can send a web form and see what they have to say about Security.
Will they respond to the web form query since the application is within the normal processing times? In the web form page they state that they won't if this is the case.

I along with my spouse gave our biometric in January 2019 for our previous "refusal" EE application.

Since IRCC updated EE profile and added a Question "Did you gave your biometric in last 10 years"? on which I answered "YES" and then they also didn't ask to pay biometric fee.

my query is why my bio-metric details are not showing up on my express entry profile?

I called IRCC just now(Called last time around 2 weeks back). And this time they asked from where in Canada I was calling from. To this , I told him that I was calling from India through a virtual number.
And then he said he might not be able to disclose the information since I reside outside Canada.
Then he kept me on hold for some minutes and came back and shared the information that he could see. But after sharing the information and before disconnecting he asked an additional question what was the type of application was ? Whether it was FSW/FST etc ?
Is it normal for an agent to ask additional question apart from the usual(DOB, Application Number, phone number, email , address asked in the start of the call) ????
Does it pose a negative impact in any way if they know we are calling IRCC from outside Canada through a virtual number???

Will appreciate your thoughts on it. Thank you!!!

Yeah. Sometimes they do ask those questions and no doesn't impact negatively.

They is no negative impact on your application. Whenever i call, they ask me complete information regarding my profile, yesterday they even asked my previous address that was on my Passport. So, they just try to confirm your identity, nothing else to worry.

Called IRCC today ( Dec 15 ), agent confirmed that my criminality had passed.
- eligibility & security had not started yet.
Anyone with same situation or y’all know whether Eligibility starts first or criminality ?

The biometrics are pending since services have not been resumed but the cic account for the field of biometrics now shows "We have not received your fingerprints. Check your biometrics request message below for details." and it used to show "We need your finger prints to process your application. Check your messages below for details."
On the first page too, the application current status now reads "submitted" and before it used to show "your action is required". Does this mean a ghost update? What can be speculated? Anyone with similar experience?
