My sister is a Candian citizen but currently not living in canada she maintains a house paying the utility bills and everything else can I still claim points? Also how does cic verify this information?

She needs to be living in Canada in order for you to claim points. IRCC has a number of ways of verifying and you want to avoid misrepresenting information in your application. If she returns to live in Canada, you will be able to claim points.

Do you need the 15 points to be above the ITA cut off?
 
The cut off was 472 and my score was 471.. the messed up part is all my documents are done and ready

You should decline ITA and re-enter the Express Entry pool - and then wait to be selected again. This time you should make sure you don't declare any points for your sister.

I'm not sure why you think this is messed up. You claimed points you're not entitled to.

That won’t be a problem I have filled all the details on the form and such? Also it won’t affect my chances for the next draw right?

Please I need more explanation on documents to show I have relatives ( cousin) in Saskatchewan. Secondly I don't work for a government organization and I read that document from my working place needs to be government approved how is that done. Thirdly, I am paid in cash, how do I show pay slip. I will appreciate your response.

Is this for Express entry eligibility or PNP. Do you have an ITA? Don’t know what you are talking about regarding government approval. List of mandatory documents attached. If for SINP, information is on the website. Assume it is your first cousin so provide PR card citizenship, pay stubs, home ownership, lease, utility bills etc.
