- If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

So no hope for CEC-specific draw again.People who created their profiles earlier, but maybe increased scores later (after the last draw) would fall into 469 category this time
People update their profiles with improved language scores or increased work experience. And with updates, the profile creation date does not alter.
This is painful...Considering IELTS tests are already cancelled...We worked and paid taxes for this country. COME ON CANADA!
CELPIP tests have been running fairly consistently throughout the pandemic. Maybe consider taking that instead if you are looking to increase your score
