How can the tie break be June 2020 and the last was October 2020??? Can someone please explain?

People update their profiles with improved language scores or increased work experience. And with updates, the profile creation date does not alter.
 
Well, the cutoff is not what everyone expected, but a least a draw happened, removing stress and profiles for next draw..

Hopefully there is a rain of PPRs and COPRs in the early months of 2021 :)
