At what point in my express entry application can I apply for a bridging open work permit? The cic website says that I have to show a complete application package and a receipt of acknowledgment, what do these two mean and at what stage do I get these?

Once you have received ITA (i.e. been selected out of the pool) and submitted your complete application.

You must also be holding a valid work permit at the time you apply for the BOWP.
