Yes it is confirmed, I know the person and she is a single applicant outside side Canada.

If we all send request to IRCC on twitter to resolve the delay of this program, they may be put more attention on it. Bcoz recently many Candidates sent request to resolve ETA visa issue and they resolved it. So I think, we all should request to ircc on twitter.
