please carify about COVID-19, restoration public policy

CIC says to apply for restoration if its pass 90days until Dec.31, 2020
then writes "must meet requirements of their class"
but if its past 90days, doesnt that mean the person isnt meeting their class to apply before 90days?

Also says ~upon completion of course student must leave canada in 90days~
But what if you didnt finish course, but just stop attending school. Does that makes study permit still valid?

Would not it be better to just leave Canada, than to apply, and end up getting in trouble with CIC?

If you drop out of school IRCC cancels your study permit after 90 days. The public policy only applies to people who fell our of status after January 31 2020. So whether this benefits you will depend on when you fell out of status.
