Are settlement funds needed under these pilot programs? Under the requirements there’s no mention of settlement funds but when u go through the admissibility requirements the settlement funds is a requirement. I am confused. Anyone who’s got an answer?

I don’t think so because for the caregiver they never ask for the statement. According to link proof of funds is for the skilled immigrant

For linking your application, yes you need AOR. But when I didn't have my AOR and I was contacting IRCC through the web form and using my receipt number as the application number.
