Hello, I am a permanent resident in canada, I applied for my dad and sister a visitor visa from lebanon, but they refused, background, my sister is 40 years old with a cerebral palsy so she is dependent on my parents and I submitted everything that proof that she is a special need person as medical reports and documents from the government of Lebanon and ministry of health, and I submitted everything possible to show that they have ties back home and proof of financial support , list of properties , work letter for my dad ..and they will return back to Lebanon but still they refused the visa, Canada immigration said they will help lebanese who got affected in the explosion of Beirut so I submitted also documents and photos of the my parents house affected by the explosion but nothing positive came they refused the visa again saying they are it convince they will return and asked for my sister a work letter!!! I am not sure they even read the documents I submitted that she is a special need person who can't work!!.
My question is, is it better to apply for my dad a super visa instead of regular visitor visa? But what about my sister? I can't include her in the super visa as a dependant ! So I apply for my dad a super visa and my sister a seperate visitor visa? I called many consultants of immigration no one seems to help me or guide me what to do, they only will fill in the application and take fees for something I already knows how to do!

You are correct. Your sister cannot be included as your father's dependent in the super visa application. She will have to qualify for the TRV on her own. Unfortunately it can be extremely difficult for someone in your sister's situation to be approved.

How long a trip did you request for your sister?
Did you include evidence of medical insurance coverage (i.e. private health insurance)?
How much did you include in funds (yours and your father's) to demonstrate that your sister's needs in Canada can be supported?
Did you order GCMS notes to see the detailed refusal reasons?

As for my sister and father I requested they will stay around one or 2 months and they didn't ask for a medical insurance as it's a visitor visa not a super visa, but sure a we will issue a medical insurance for both of them, my sister condition is stable and we submitted a translated form from the ministry of health in lebanon about her situation and that to the officials she is dependent on my parents plus a medical report stating that and in the medical report the doctor stated she can travel with no issue but of course with a companion.
For the financial part we did submit in the invitation letter that we will support them plus my dad has his own funds around 10000 USD and he has his work letter, plus 2 properties that has a monthly revenue for him. What else do they need?

The big issue is that Lebanon is in crisis and there are many trying to leave Lebanon on a permanent basis. Showing that your dad’s home was damaged by the explosion creates even more reasons for them overstaying. Proof of a job is not very strong tie if he is able to travel to Canada for 2 months.

I would recommend that you order your GCMS notes and see what they say before you reapply.

There are a number of weaknesses in their application (especially your sister's) but hard for us to say which ones specifically IRCC has focused on. Order your GCMS notes. Do not reapply until you have received them and reviewed them.

Ultimately it may not be possible for your sister to be approved.

That is what makes it ironic, they said they make it easier for family reunited cs of the Beirut explosion and yet it is a reason for them to reject the application?? !! So why they said they will help people who got affected in the explosion to visit their families? Really I don't understand
