what is the meaning of two or more certificates means?

I have Indian bachelor degree which is equivalent to four year bachelor degree in Canada. Then I completed Two year diploma in Canada. So, what will be my highest level of education? will it be bachelor degree or two and more certificates? Any help will be appreciated. Thanks in advance.
