Hi, I just took my son to get his biometrics done today for his permanent residence application. He has already passed his medical back in June and his application is in process. He carries an American passport card and not a book. When he was at Service Canada they told him they would do his biometrics for him but that the IRCC would be contacting him to tell him to get a passport book because he doesn't have one. I was able to get PR a couple years ago with my passport card with no issues, but that was then. Has something changed that I don't know about? I really hope not because getting a passport at this time would be really hard to do. I have tried to find information on this but can't find anything. Thank you in advance!

To the best of my knowledge an actual passport is mandatory for all applicants. I'm surprised you were granted PR with only the card a few years ago. This sounds like it was a mistake to me. I believe the passport has been mandatory for at least 10 years now. Maybe I'm mistaken.

I wouldn't think they would make a "mistake" accepting a PR application. I guess I'll just have to wait and see. Thank you.

We do occasionally see mistakes. Certainly not common at all, but it does happen.

IMO I would start the process of obtaining the actual passport now just in case. Hopefully you don't need it. But if you do, you've kicked off the process now rather than waiting.
 
US passport card has limited usage. I think to complete his immigration process, you will need to get him a real passport (booklet)
