Dear forum members,
My question is, do you think I can apply for the draw which will be available commencing Oct 13th, 2020?
I have a NoA for 2018 and 2019 but that's all I have as I landed on 2018 and have no prior tax assessments. I know the requirement is for 3 consecutive years but even if I filed my tax forms today, I would still be eligible to sponsor in terms of income requirements.
Do you think its worth a try or is it an absolute no?

No. Refusal is guaranteed.

EDIT - Just to add, if they make the rules so that NOAs from 2020 are allowed, then you may qualify. But three NOAs are going to be needed. Just depends which years.

Are people who do not have 3 years of NOAs allowed to enter into the lottery draw this time?

I don't see how IRCC will stop them. IMO it will be just like previous years. Tons of people submitting entries who don't actually qualify.

I can see why this lottery system is the perfect system then.

Unfortunate for those truly serious about getting their parents to Canada.

Yes, very frustrating for those who qualify but aren't selected.
 
Pretty clear, then I won't apply.
Please don't think badly of everybody who applied and is not qualified, sometimes rules may not be very clear.
People applying to this program is doing it for their families so please try to emphatize. This is not like the DV lottery draw, People are committing to a lot of things even if they apply to explore.

My thinking was, I was hoping to get my taxes done asap in January and have my third NOA ready by Feb. And until then, I don't expect the invitations handed out so I thought I could get away with applying next week. Probably won't work.
