No in the lottery you can not beat the system. But in FCFS, you have 8 mins to beat it. 27,000 applicants did it in 2019. Survival of best. Hey,,,but no hard feeling for anyone, everyone should get the opportunity to bring their parents here. I believe, FCFS is the best approach to give equal chance to everyone.
And why should you BEAT the system? That is, in itself, does not provide equal chance to everyone. So those who are not techy savvy or have poor typing reflex need not apply? And it was not 8 mins, it was more like 3-4 mins. I know this because I tried it last year. FCFS can be the best approach to give equal chance to everyone when demand is less than there are open spots. But we all know that is not the case when there are more demand than there are openings. Lottery system is the best approach since as you have admitted yourself, no one can game the system.

I bet a lot of people in 2019 PGP basically submitted incomplete applications with intend to "update or complete" the application after the fact. It's easier to get your incomplete application in first getting in the cap and then fill it correctly after your application got accepted. That is not survival of the best, that's cheating or "gaming" the system.

Ottawa, January 28, 2019— Canadians and permanent residents will be able to take the first step towards bringing their parents and grandparents to Canada when the 2019 interest to sponsor form becomes available at noon EST today. Please follow Immigration, Refugees and Citizenship Canada (IRCC)’s social media accounts as we will advise once the form is live.

When the form becomes available on the IRCC website, potential sponsors are encouraged to complete and submit the form as quickly as possible, as IRCC will only accept 27,000 submissions on a first-in basis.

- I hit submit on my application on the 8th min (I still remember that, took the screenshot), I filled this form on my 10-year-old crappy laptop, while I was having my drink too. lol.

- People who missed in 2018(including me) said, said the opposite, and the minister changed that, same thing happening now and will eventually going to happen again in 2021(if they decided to go with that)

On August 20, 2018, the Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship, announced that, as a result of listening to stakeholders and clients, in 2019 the Government of Canada is moving away from a random-selection process for PGP to a first-in approach.

- But not having the control, leaves hundreds who can actually win the system and get into the line. Survival of the best

- All fields were mandatory and applications not matching with the form submitted are deemed as incomplete and returned. (I got to know this from GCMS notes where they mentioned application submitted matches the original submission.)

so when do they send out the invitations?
They just announced the program will open, and there is no visibility, what will be the income requirements for 2020, and when they will draw the lottery, and when they will start sending invites.

Thank you . I saw the news and I am familiar with the process. I just was not sure when would they do the draw after the deadline on Nov 3.

FCFS system worked for us. My lawyer managed to get our full complete application in. There was no gaming of the system. My parents are now PRs. Finished with landing. I am thankful there was that one year for FCFS. Otherwise we had been trying for all the previous draws with no luck.

The federal government is returning to a controversial lottery system to distribute coveted sponsorships to reunite immigrant families.
Immigration Minister Marco Mendicino today announced details of the new parent and grandparent sponsorship program. The program will open Oct. 13 for a three-week window when people can fill out online forms to express interest in bringing their relatives to Canada. The program had been suspended due to the global pandemic.
After the three-week period ends, Immigration, Refugees and Citizenship Canada (IRCC) will randomly select potential sponsors and invite them to submit applications.
Those selected will have 60 days to submit their applications. Normally there are 20,000 spots available, but due to the suspension caused by COVID-19, there will be 10,000 available spots this year and 30,000 in 2021.
"We think this is the fairest way in which to administer the intake and to invite expressions of interest," Mendicino told CBC News.
"We know that last year there was a high demand and there were some individuals who were disadvantaged by the intake process, so we wanted to create a level playing field as much as possible."
First-come, first-served system failed
The Liberal government moved to a first-come, first-served online application system last year after scrapping the controversial lottery system.
But that approach left tens of thousands of people frustrated and furious because they couldn't access the form or fill it out quickly enough.
Some said the sprint to file applications worked against those who couldn't fill them out quickly, such as people with disabilities or literacy issues, or those living in places with slow internet connections.
The lottery system has also been contentious, with critics claiming it essentially gambled with peoples' lives.
The lottery process in 2018 replaced another first-in system which was also unpopular because it led to a mad rush every January — with people lining up overnight at the doors of processing centres or paying placeholders to stand in line and deliver applications prepared by consultants or lawyers.
'Super visa' another option
Some people have pushed for a weighted system — one that would boost an individual's chances in the lottery according to the number of years they express interest in sponsorship.
Mendicino said the government will continue to look for ways to improve the application system. "I'm not closing the door to reassessing the intake process after this year," he said.
Canadian citizens and permanent residents also can apply to bring their parents and grandparents to Canada for up to two years at a time with a 'super visa', which allows multiple entries for up to 10 years.
Under that program, applicants must show proof of private medical insurance and financial support. During the pandemic, applicants have been expected to meet COVID-19 travel restrictions and follow public health guidelines.
Conservative MP and immigration critic Raquel Dancho suggested the Liberals were blaming the pandemic for the delayed launch of a program that has failed people for the past two years.
"Justin Trudeau has failed to ensure a fair and compassionate immigration process for those hoping to call Canada home. Frankly, it's unacceptable and those that depend on the immigration system deserve better," she said.

Public Policy Considerations
Given the challenges faced by current and future sponsors, and the impact this will have on applicants during this time, this public policy will ensure that applicants whose sponsors would have otherwise been approved are not unfairly impacted by these unprecedented events. The public policy will exempt certain permanent residence applicants from the requirement that their sponsor must meet all of the requirements of the Regulations for the 2020 taxation year. As a result, foreign nationals applying for permanent residence as parents and grandparents, members of the family class, will be exempted from the requirement to have a sponsor who meets the requirement to have the minimum necessary income plus 30%, as long as the sponsor meets the minimum necessary income defined in section 2 of the Regulations, as well as all the applicable requirements including those pertaining to the other relevant taxation years.

In addition, sponsors of all family class applicants whose sponsor must meet income requirements will be able to count regular Employment Insurance benefits in their income calculations rather than just special Employment Insurance benefits for 2020.

As such, I hereby establish that, pursuant to my authority under section 25.2 of the Act, there are public policy considerations that justify the granting of an exemption, from the below specified requirements of the provisions of the Act and the Regulations, to foreign nationals who meet the conditions listed below.

100% correct. if someone thinks they cannot do it hire a professional. I wish the best of luck to our fellows for 2021, but in the end, the lottery is just a lottery, no one can control it.

hi all .... I had been expecting the announcement in Sept 20 so a bit late but was sure to come .... the criteria will be to take those immigrants who will not be a burden on exchequer .... those with Canadian citizenship and higher income will get priority plus factors like parental dependence will take priority .... my view - ok .... lets hope we make it this time - my best wishes and good luck to all .... god is kind

It’s quite telling that usually when the Liberals have announced a new program or initiative they post it on their Facebook account so everyone can see what they are doing , not one thing posted on their page about the PGP 2020
Why would that be do you think ? Could it be that they are aware that the everyday voter would raise their eyebrows about bringing in individuals of a older demographic ,would some how look ridiculous when the Governments can’t even look after the ones already here ?

Usually, the program starts in Jan and then the invitation follows in April. This time they started in Oct and I predict, there will be no invitation before March in COVID-19 setup.
