I think we might have made some mistakes in our applications and they are planning to send it back but due to shortage of resources because of covid it's just piling up. They will eventually send it back . File received 28th Feb no Aor yet

Nah, I don't think so. Either they haven't opened it (or) it might be on some agent desk waiting for it's turn.

Normally, Returns are issued before receiving AOR for that month as per seen in the trend because it's easy to go through application and find out mistakes and return them. Only time based process is if the file is okay and needs to be put in the system and sending email notification.

No, I don't think so. We've had February returns a long time ago. Even after they seemingly moved n from February while skipping a lot of applicants, they did issue AORs to some of the remaining February applicants intermittently (for example in early/mid September when they had moved on to April). It was the same thing with January.

What was the reason given by them for the delay?
First call they said person who got assigned might be on Vacation.
Second time they said they cant really tell us why. But they might have not even open it. I asked her to explain how does Feb application still not receive case number while applications even submitted in June have already got it.

Call center has no control and she cant help much. There is no other higher authority she could transfer me so she said I can send a feedback.

My guess is CIC is prioritizing urgent apps and expiring permits first, and citizenship grants later since most of us are already in Canada with PR.
From the excel tracker, it seems they are slowly moving down the Jan apps for "In process". I just hope that in a few weeks, we will receive AOR and In process at the same time, otherwise it would be BS...

But I still have an PGP Sponsor which is more priority for me. Luckily I did not wait that long for my PGP application. Take care

Feb, Mar and April are almost going to be at the same % of AORs in the sheet. Hopefully they take some pity on us and process our applications. I am so tired of waiting. its been 7 months that we submitted our applications and we are still waiting.....

Did you try calling them or using the web form? More noise/feedback the better.

Same boat here, application received on Feb 14, no AOR. Did a request using their form on Sep 2, few days later the answer was:

"We have verified the information you provided and can confirm that your application is not available in the system yet.
However, rest assured that this situation is normal since the responsible office is currently processing applications received before January 14, 2020.
We invite you to verify the processing times on the IRCC website and contact us using the IRCC Web form if they have passed."

Gotta wait :(
