Hi, I applied my parents on Humanitarian and Compassionate Grounds January of last year. They were on their 80's already and all of their children and grandchildren lives here in Canada now. Right now, they are just temporary residents. No one will take good care of them in our country. Since we filed it early last year, 2 weeks after we filed it, we receive a confirmation letter that they just receive our application. Then just recently, when I check the status online, it says that their papers are In Process and they started processing their application early December of last year. For my question, when they say "they started processing their papers" would mean what? Are they starting reviewing the entire application already? And for how long will still take for us to know the decision? Hope anyone will reply on this thread of mine. Thanks in advance.

I believe that this means that it is in the queue to be reviewed by a decision-maker. It is probably on a shelf waiting to be assigned to someone who will then make the decision whether or not to process the application for PR from within Canada. If they decide yes, they grant you Approval in Principle (AIP).

They are still deciding whether your parents will be granted H&C. Did you apply to sponsor them today? That would be a guaranteed way to sponsor them and much faster.

So what’s the exceptional circumstance? Are your parents in Canada?

But what are the exceptional circumstances that justify an H&C application given if it were easy then thousands and thousands of people who want parents to come to Canada would apply through this route . The processing times quoted are between 2 to 3 years even for H&C and thats just an estimate.

You have to give exceptional reasons for a H&C case . You would of been well aware as one by one of your siblings immigrated to Canada they would of been left alone . They all left them alone , Canada didn’t .
Canada was just the destination country.
As mentioned there a program opening today that gives you a chance at sponsorship. The decision to leave them all alone was yours

so then what happened?
We applied them for H&C Considerations 2 years ago and they got their approval last May of this year.

Before the process, I keep on extending their stay here in Canada for about 5 years. Then finally, I decided to try H & C 'coz we are not lucky enough for the lucky pick for sponsorship of parents. I asked a help from a collegue, whose husband is a lawyer. He helped us on the whole process We attached letters from the grandkids stating that they want their grandparents to stay with them; from friends and relatives that vouches that they are good people and they know our parents very well. We even attached some pics.which I compile every occasion we spent with them while they are still visitors here in Canada. And for the filling up forms and answering the questions from the forms, our lawyers did it.

During our first meetings, he said that having this application is not 100% assurance of getting the approval just the same as with all sorts of application, but we can try! So we gamble and prayed that everything will gets into place. And thank God we all made it.
