To qualify for an apprenticeship, you have to be a citizen or PR. Because part of the apprenticeship is 10 months of work with 2 months schoolin, it doesn’t generally work.

If you already have a PGWP, you can attempt to embark on an apprenticeship, but it is typically longer than your permit will allow. You also cannot obtain a PGWP solely to become an apprentice. You need to attend and graduate from an eligible study program at a DLI first.
