It means his first stage has been approved which is the hardest part of this application.The application will move quickly from here.He will then be asked to conduct both Biometrics and medicals for stage two to be approved.he can now apply for OHIP.congrats to him
Do you mean biometrics is asked after first stage approval ?

First stage approval can not be issued without valid biometrics on file. Majority of the cases you see here have been filed in 2018 and 2019 when in Canada applicants were exempt from providing biometrics with their application.

Applicants who filed their applications after the biometrics regulations came into force for in Canada applicants must go to the nearest Service Canada center and enroll in the biometrics program. If you received a BIL, you will need to wait until a Service Canada officer makes contact with you and book you in for an appointment.

Once your file is updated with biometrics information then it will be deemed completed and at some point assigned to a senior immigration officer for their review prior to a stage 1 decision.

But lately,they have been giving AIP without Biometrics and medicals.

Usually,it’s Biometrics before first stage approval but lately,its the other way round...Atleast for some People.In my case,I’ve done medicals and I’ve been given Biometrics instructions but no AIP
Hi growing pain,did u request for any kind of medical exemption? Because people who request for medical exemption are usually asked to do medicals before aip eg me

I was issued approval letter without biometric or medicals
