I got residence permit and Netherlands government gave me ID card and Refugee travel documents. My isn't good english language. Therefore I want to go for english courses in Toronto. Can I get of Canada visa wit my Refugee passport? I have saving €15.000( $23Cad) . I want to stay 8 months. What do you things about my process? Could you answer to my question. Thanks for everything.

Why do you need to travel across the world for English language classes? Don't they have any in the Netherlands? Your purpose is very suspicious to the visa officer.

ESL classes are not eligible for study permit too.

Many students from different countries go to the glass for a language course. What's weird about?

No. You will not get any visa for Canada while you are a refugee in another country. You have taken asylum in one country, what guarantee is there that you are not going to file for asylum in Canada too once here?

Anyway, apart from very very limited countries, no one will entertain a person on refugee passport for few years now until you establish your ties with Netherlands. Forget about it for a decade now.

I never apply asylum to Canada because I want to go just english courses. When I learn english language, I will turn go back in Netherlands

Unfortunately, that promise won’t over come the facts . As well , the UK is close by with English being their first language , why not apply there for English classes ?
Doesn’t make sense to go around the world to learn English , when there’s a English speaking country close to you

Nah. No one will believe this statement. Like I mentioned before, you will not get visa for Canada and no amount of guarantee will convince.

Like jweekend mentioned, ESL classes are available worldwide, you can take them in Netherlands too.

Are you an officer of canada? What is the reason for you to approach so bad? I will apply and buy. there are people who take it.

Because from what you have written thus far, you seem like the type of person to cheat the system. You are a refugee in a country meaning you are given status due to threat of being killed or tortured in your original country. Instead of settling in the Netherlands, learn Dutch and other things you are looking to travel to Canada to meet up with friends and have a good old time. So my suspicion is that you abused the refugee system, sorry that I don't really feel the desire to help you
