Hard to get a case specific query resolved related to getting visa.
You may try calling them:
1-888-242-2100 (in Canada only)

They do not have any international support contact number.
Then the only option is webform:

They mention in webform that we can use webform only once.

Only option is to wait if they ever revert for the webform.
If you have any friend/family in Canada, they can give IRCC a call on your behalf.

Yes, I called on behalf of a known. Give the Application reference number.
IRCC representative asked me if I am representing on his/her behalf & my name for the conversation.
Just FYI: the wait times are too high now-a-days while calling IRCC.

Was for the family unite & travelling to Canada.

Yes, Canadian citizen, PR & their immediate family member(s) can travel to Canada.
Just need to provide the proofs.
