I'm international student, I got scholarship to university of Alberta for one year with open work permit to prepare my PhD research .
After the end of this scholarship , Can i apply for permanent residence?

You can apply for PR at any time if you meet the requirements. Having the scholarship and one year work permit does not guarantee PR.

I would recommend that you start by researching the Express Entry program to determine your chances of being selected. This is a points based program and those with the most points are selected. Right now you need to have 470+ points to be chosen. Details here:

Have you received your permit yet? Is this a study or work permit? This doesn’t seem like a typical situation have you already started your PhD? You are only preparing your research.

Yes i received my open work permit, this program called "Exceptional National Program"
