I transferred on 6 Feb( Thursday)and my payment reached there on 12 Feb ( Wednesday)

I have bank account in HBL in PKR currency and I talked with my branch manager to transfer money to scotia bank, manager said we can't handle foreign curracy accounts, he reffered me to main branch in our city (Gujranwala). He said you must have a CAD currency account, then we will transfer your money from that account. I think he lied to me he don't wanna get his hands dirty that's why he referred me to other branch. He don't even know what is GIC and why is it so. Kindly guide me is he telling me truth or just wasting my time?

SO you do need a FC account to send money for GIC purpose. Every bank can handle FC account so in that regard he is lying to you. a USD FC account will do the trick you don't need a CAD FC account

Yes I confirmed it he was lying now I am waiting for my tuition fee to be wired successfully then I will opt for FC account. I have submitted the tuition fee application through HBL this thursday and they sucks, no amount of money has been deducted from my account till now. Can you tell me which is the fasted and easiest way to submit the tuition fee?

First thing first: Check with your college or your tuition document where it says "methods of payment" .. look under that and see what options are available. It is mostly going to be credit card, bank transfer or by Flywire. If you or your parents have credit/debit card, call the bank and ask what is the maximum amount you can charge online in a single day and request to allow x amount of payment (basically open a session) and try to pay it with Visa Debit Card (in multiple attempts until final balance is reached). This is simplest method at the moment.

Flywire offers CAD, USD, EUR, GBP payment options. The issue is that, you will need to have a foreign currency account in order to send a wire transfer payment to college. Take your passport, letter of acceptance and fee letter to your bank (or parents) and open a foreign currency account in USD (You have to be a filer in order to open account). Ask Bank manager to get the conversion done with in Bank from PKR to USD and deposit it in the account. I think there's a limit of 9500 USD per deposit so you will have to deposit it multiple times in order to reach the balance. Once it's done, visit Flywire and enter all the details as per NADRA / Passport details, enter your college info and it'll show instructions on how to wire the payment to Flywire which will forward that payment to your college (like Humber).

I think Western Union and/or private retailers in market maybe able to do it without account but I recommend to try Debit card method or Flywire first. If it's get too tedious to go that way, try private retailers for a fee (like Western Union, Moneygram etc).

You can also send money via flywire through PKR account, so you don't have to become a filer and and need FC account. Mostly bank employees don't know the procedure of sending money via PKR account so they suggest you to have FC account. But you can guide them about the procedure using SBP Foreign Exchange manual guide http://www.sbp.org.pk/fe_manual/pdf/2018/Chapter-17.pdf check paragraph no. 38. I have personally sent my money using PKR account both tuition fee and GIC payment. If you need any help you can contact me anytime.

As long as the bank or manager can comply. There's no reason that PKR can't be converted to USD via bank for outward wire transfer (by taking SBP USD exchange rate).

There is not such hassle using PKR account, sending GIC has the same process as tuition fee. If you are not familiar with the process don’t spread false information.
Opening FC account is bit hassle become filer, then submit dollars in your account wait for 15 days, it will took more the 3 weeks in the process. One the other end, you already have PKR accounts, sending money for GIC takes same days as of tuition fee(3-4 working days).

Habib Canadian Bank clearly states on its website that the GIC funds could be sent through either the student's or his/her legal guardian's account

"Question: Who can deposit funds into the student’s HCB Account?
Answer: All deposits into the HCB Student Direct Stream Account must be made from your home country by the student or their legal guardian."
