Hi,
Is it possible for PHD students (say a first year student) to have the chance of receiving PR while has not received any license or certificate?
As I checked the min score is increased and make it harder to achieve the minimum score when someone lack any license or job offer from Canada.

If you meet the requirements. Assume you would have applied already if you qualified before starting your PhD.
