Can an applicant who is currently Working on work permit and has filed his application for PR, be allowed to study Part time as domestic student on implied status. Can anyone clarify?

You will need a study permit if your program is a short term one that last less than 6 months. For domestic student fee or not, it depends on the school/collage. You need to check with them.
