Applying for PR in Ontario while studying in Quebec

Hi, everyone!

I was hoping that someone could cast some light onto the following situation. I am going to start a 4-year long PhD program in Quebec. I am also applying for the PR through FSW. Can I indicate Ontario as my province of interest? I won't move to Ontario until I wrap up my PhD in 4 years.

You can but you will have to show proof that you intend to settle outside of Quebec. Given the length of your program, it can be difficult to do
