I live in Toronto and my brother was interested in Canadian immigration. Figured out Saskatchewan PNP will be most suitable for him as he doesn't has job offer and he got 67 points now which I don't think are enough.

Now I am thinking of relocating to Saskatchewan for a year so his score gets bumped up by 20 and become 87. This way he will ofcourse get immigration, I want to know has anyone done to move like this?

I might be able to find a remote IT job so that might not be an issue. Any tricks to keep expenses minimum by renting places far away from city or maybe living in Toronto in weekends and living in Saskatchewan during weekdays ?

Not sure you realize the cost and time of travelling from SK to Toronto on the weekends. Unless your employer is paying the cost of the flights you could be looking at 2K+/month on flights alone. To get points as a SK resident you'll need to commit moving to SK. The province isn't stupid and will be looking for people temporarily relocating and if you move temporarily to SK while working remotely for an employer elsewhere it certainly raises red flags. If you still have a home in Toronto that you visit often it becomes pretty clear what you're doing.
 
You have to live in Saskatchewan for at least a year before your brother can apply. Then he applies and goes through the process which after invitation takes about 32 weeks to a year. Then if he comes, you need to be there for at least 6 to get him settled. If you are willing to commit a few years. You can’t live in two places so you must be a tax resident of Saskatchewan.

  • Proof that they have been living in Saskatchewan for the past 12 months:
    • Utility bills from the past 12 months from SaskPower, SaskEnergy or a city or town office. (We will not accept phone, cell or cable bills).
    • Saskatchewan Health Card or Saskatchewan driver's licence.
    • Proof that the family member is a registered tenant of a Saskatchewan address (a lease agreement and rental receipts or a proof of ownership). Include the names of other occupants at this address and their relationship to them.
    • Proof of receipt of income for the past three months.
