1/ Only if you are accredited to Canada. Otherwise you need a TRV

I hold a diplomatic or special/service passport. Do I need a visitor visa?

Holders of diplomatic, official and service passports from visa-required countries do need a visa to visit Canada. However, they may be exempt from paying the processing fee if they are travelling on official business.

yes but on this link below it says this

Diplomats from visa-required, biometric and electronic travel authorization (eTA)-required countries holding a passport that contains a diplomatic acceptance, a consular acceptance or an official acceptance issued by the Chief of Protocol for GAC will be exempt from temporary resident visa, biometric information collection and eTA requirements

1. Re-read. Requires a diplomatic, consular acceptance or official acceptance from Global Affairs Canada. If you haven't been accredited to Canada, then you require the TRV.

hold a passport that contains a diplomatic Acceptance, a consular Acceptance or an official Acceptance issued by the Chief of Protocol for Global Affairs Canada (GAC) on behalf of the Government of Canada; and
are properly accredited diplomats, consular officers, representatives or officials of a country other than Canada, of the United Nations or an agency thereof, or of any international organization of which Canada is a member [R190(2)(a)].

so if they r not in thier country of residence now n r accredited diplomats in another country n have diplomatic acceptance..they r exempted no?

Are you actually travelling on diplomatic business? That makes a big difference. If you are asking a forum and this is not being processed through your embassy/consulate I assume this may be a personal visit.

Personal status
An individual's personal status is not normally a primary consideration for the issuance of a diplomatic or official visa (except for heads of state and other relatively rare instances). For instance, a senior official of a foreign government, travelling on a diplomatic passport, should not be issued a diplomatic visa if the individual intends to enter Canada for commercial negotiations with private enterprises, or on a private visit. In that case, the individual would be issued a regular temporary resident visa, if required, or a courtesy visa, if deemed appropriate. Another instance would be a student who is the child of a diplomatic agent serving outside Canada and who enters Canada solely to pursue their studies. If not exempt from a temporary resident visa, that person would need a regular temporary resident visa before entering Canada and may require a study permit as well. This individual would not be entitled to a diplomatic or official visa although they may hold a diplomatic or special passport.

thanks...but they r exempted from biometrics as they hold an official O-1 visa, as mentioned on cic website:

Under paragraphs R12.2(1)(e), R12.2(1)(f) and R12.2(1)(g)

  • Applicants who qualify for or hold a diplomatic (D-1) or official (O-1) visa are exempt from the biometrics requirement.

You're cherry-picking information, and you're not providing us with the complete facts about the case, so we're not sure how to help you.

What is the purpose of visit to Canada? Is it diplomatic/official, or is it personal?

its personal

then you need a trv, if a biometric is not required then you will not be asked for one, if it is then they will ask for it. IRCC will know if an exemption applies to you. All you gotta do is apply and provide what they ask.

yes but bcz the biometric fee was paid they have asked for it 24 hrs after application was submitted n it should have been exempted ..there was no way to exclude the biometric fee option when we paid it online...sent a webform inquiry lets see ..

Also is it an automated request that everyone gets right after 24 hrs of submitting the application online as in our case it was exactly 24 hrs
