If I have been refused for a study permit due to misrepresentation of documents . Will I get my tuition fees refunded from the college or university. And in what conditions they can hold Payment.

It depends on the college / univeristy. You will have to check their refund policies.

As said above, you have to check with the school. Some clearly state in the terms and conditions that you have to agree to that they don't refund in cases of misrepresentation.
