Is Canada working on immigration process during the covid 19?

I applied for my husband sponsorship in 2017 and it was refused for some reason. At the beginning of this year, they told me to apply again as things are clear now. I haven't gotten my permanent residence fees back as the online account says my application is still in UK. I was wondering if I can apply again... Anyone know if the immigration office is open during this covid 19?or should I wait until all this crisis is over
