I was planning on getting married at the end of this year. But that might be delayed for a while now due to COVID-19. My fiance is in India. I can't really get time off from my job now as we're running bare bones. I'll most likely be denied for the time off as we don't have enough staff and I got handed over more work. I'm basically filling 3 positions for the time being. Would it be a good idea to explain all this and apply for a visitor visa for my fiance? so she can live with me here for the time being, we might even get married if the pandemic situation doesn't change much.

Won’t have any impact on whether she is granted a TRV. It would actually count against her since it proves that she is likely not a temporary visitor.

Sorry to hear that. It's definitely a tough time for everyone. But yeah, it's in Canada's best interest to limit the admission of foreign nationals at this point (specially since you aren't even married yet), and her TRV will likely be refused.
