I think not only does it depends upon IRCC but also your country's embassy. Am I wrong?

We are from Brazil, but she applied online and she is in Canada already. So I believe the Canadians were the ones who differ.

Hello Guys!!!
I applied for study permit (SDS online for May 2020 Intake).
Meng. Program at Dalhousie University, Halifax , Nova Scotia,
Applied on 10 Feb 2020,
Received Biometrics Collection Letter on 12th Feb
Medical passed on 12th Feb
Submitted and updated Biometrics on 13th Feb.
No communication since then.
Currently CIC website showing 3 weeks of processing time for India.

Whats your opinion guys???

Anybody has the same or matching timeline ???

Final decision

• Your application was approved. You need to send us your valid passport to finalize your application. Check your messages below for details

also received my passport request letter .
I hope that they will issue the visa now as they have asked for the passport.

the approval latter is from Edminton office ?

The address mentioned in Bio metric correspondence letter is of Edminton. However no such address is mentioned in passport request letter
