Can a visitor (with visitor visa as required) apply for a work permit amid this Covid situation now that the majority of flights have been cancelled?

If you are able to get a job offer from an employer in Canada and your employer is able to obtain an approved LMIA, then you can apply for a closed work permit tied to that specific employer.

There is no special work permit that has been made available to visitors due to COVID. The rules for obtaining a work permit are still the same.

1. One provision, even if the OP got an approved LMIA, CBSA doesn't consider "flagpoling" essential, so s/he won't be able to make a border run to get a work permit.

No special rules. If anything it will take longer to get an LMIA and WP approved. If may also be harder to get either approved due to higher unemployment rates that are expected. If you don’t have enough savings to support yourself for the next 6 months minimum you should be looking for flight homes and should have been looking in March as well.

By doing so, you can continue to stay, study or work in Canada while your application is being processed. In-Canada services are available through Immigration, Refugees and Citizenship Canada.
