Others have been denied boarding. Most airlines will likely not want to take the risk that you will be denied entry. Unless it is in writing I wouldn’t believe anything the IRCC agent says. They are often wrong.
I also reached out to my local MOP here and got this response:
Currently, our government is denying entry to people who are not Canadian citizens or permanent residents. This measure have some designated exceptions including immediate family members of Canadians citizens and permanent residents.

To note, immediate family members include:

(a) the spouse or common-law partner of the person;
(b) a dependent child of the person or of the person's spouse or common-law partner; and
(c) a dependent child of a dependent child referred to in paragraph (b).

Would this email from them suffice as proof at boarding and landing?

I have been trying to reach IRCC rep since yesterday morning but no luck. What IVR options did you punch in to reach them?

An airline can deny boarding if they are unsure or have been directed by management to only let in certain people. Your wife will not have OHIP for 3 months if she arrives. Unless you applied for medical travel insurance a few months back it is unlikely to cover covid 19. I would clarify with your insurance provider.

My situation is that I am PR here and my spouse is scheduled to land on COPR (spousal sponsorship) next week. Should we cancel/delay or its safe to land. By "safe" I mean will he be allowed to land on COPR? FYI its a direct flight from India to Toronto so no European country in between to be tranvelled.
Bro, looking at your timeline your CoPR should valid till 2 dec 2020.
Mine is same case I am PR of Canada and my wife has got CoPR and expiring 17 July 2020
Not sure the answer as lots of confusion, but if your wife get success to enter in Canada let me know
Good luck.

Hi ,
We are almost like in your situation . My husband went to canada from hyderabad , India , in 2018 December . After that he applied for me and 2 kids and we got our PPR in 16th January 2020 and and finally we got our passport's back with stamping and COPR on 31st January 2020 . And finally my husband booked flight tickets on 27th march 2020 but on 15th march my husband came to know that Canadian borders and going to be closed so he preponed flight tickets to 21st March 2020 . Still we are in peaks of stress that during this border's close also came to know that thay are not allowing COPR holders to landing in canada . Please someone throw light on this . Thanks in advance.
Hello,

Please share your experience if you mange to land in Canada as you said you have confirmed ticket
My wife has got CoPR but we did't book ticket yet
My wife's CoPR expires on 17 July.
I spoke to IRCC they they told me the current answer is no you cant travel like that, but more info will be posted in coming days
Thanks

Hi,
Thankyou so much for your response, helps me lot.
Thankyou.
Hi, did you get any information regarding this? I spoke to a member of Canadian Border Services Agency last night, and they told that that applicants havingCoPR and PRV are not allowed to enter as long as the travel ban is in place.

I am in the same boat like you all. My COPR is ending on april 4th and have also planned my h1b stamping. As of now they cancelled all h1b appointments too. I submitted web form and i am waiting on response. I just planned for softlanding and didn’t quit my job or anything. This is a tough time . I see so many people quit jobs and planned to move .May not be sooner, but I hope, wish and pray that things will fall in place for you all and will go as you expected. This too shall pass and sending positive toughts.

For all the persons wanting to travel to Canada even though there is a temporary ban- I went into Costco yesterday and the freezers that are normally full of chicken were literally empty. Another supermarket was selling only 1 pack of any meat item per customer. It must be frustrating but its better to WAIT until things settle a bit here in Canada. This current state of evens is no joke and its better not travel to a country in crises. All restaurants and bars are closed in my city (except those with take out)- the shopping mall is closed. What will you do if you get here and need additional winter gear- its getting warmer but my temp was -2C this morning. Take these delays in stride and just wait it out.

UPDATE: March 18, 2020
From white house briefing just now. Even US CITIZENS can't across the border now for visiting and tourism. US - Canada border completely shuts down except essentials - like trucks and tradings. Details coming soon.

I myself is a COPR holder in US with expiration in October 2020.
