Never receive my renewed study permit and CIC LIED to me about resending

I applied to renew my study permit last year and got online approval letter on my application last September but I never received it.
Ok it’s not that abnormal so I contacted CIC (tried many times and finally someone answered the phone as you could imagine) early this year. The CIC staff on the line told me they would resend a new one to me, told me I just needed to wait and reassured me there’s nothing else I needed to do. Ok so I waited again and yet nothing arrived in my mailbox.
So I called again. This time another CIC staff told me that there’s nothing noted on my case about resending!!! So what the hell did the last staff do!!! The only proof of my last call is that the previous staff did update my mailing address so they do have my current address on file instead of the old address shown on the approval letter!
But now it has been over 6 months since my approval letter was issued so they cannot just mail me my NEVER-delivered study permit. The only option left is to apply for replacement. However this NEVER-delivered study permit is about to expire in 15 days!!!
It’s soooooo unbelievable that CIC lied to me and messed up with my whole eligibility to extend my stay in Canada.
Could anyone tell me whether or not I can apply to extend my stay using the approval letter since it is the only one I have...
CIC staff member told me to wait for them to resend my study permit and my wait is a waste of time thanks to his FAKE promise. Does anyone know where I can file a complaint?

Chill out. You can apply for an extension without the physical study permit.

Thank you for reply. But all I have is the approval letter and it is not a valid proof of my current status in Canada. So you mean I don’t need to provide a proof of my current legal status when applying for extending my stay?

IRCC approved the extension. They will obviously be able to check that you have valid status. Include an explanation.

Thank you. I hope it works though it would be funny that in my explanation letter I need to tell them how their staff told me to wait while totally forgetting my case, causing me to miss the 180-day window.

Also wanna remind everyone never trust IRCC when they promise they will resend your study permit.

You can only ask them to resend your document within 180 days since they approved your application.

Think you need to relax. This may seem like a big deal but it is really minor and actually isn’t a problem. If your extension had never been processed that would be a big deal. Would suggest reading some of the other posts on the forum to gain some perspective. Just look at the news to gain some perspective.

Thank you. It’s just sooo ridiculous because I had been checking my mailbox each and everyday after I was guaranteed a re-sending on the phone by IRCC officer. I just can’t believe they never did what they told me they would, while I had no idea at all and kept checking mailbox and complaining about Canada post efficiency. Now guess what, it has never been mailed.
