We're seniors - I'm American, she's Canadian. We both love our countries, and do not wish for dual or different citizenship. We'd like the "visa freedom" to live and travel in each country six months at a time - winters in US, summers in Canada. Can this routine travel arrangement be sanctioned with the current visa process? Is this something to work out with an individual immigration officer? Or "must" we declare for one country?

There's really no way to make formal arrangements or work something out with an individual immigration officer. Unless you have residency (i.e. citizenship or Canadian PR / U.S. green card), whether you are allowed into a country and for how long will always be up to the individual immigration officer you encounter at the border.

Visa freedom doesn't exist.

The Canadian also has to be very careful about retaining their healthcare. Each province has there own rules about residency requirements to retain healthcare.
