This is a ghost update like you said which mean an officer open your file to check few things but did not make any changes. As far as i know from different threads and users this is a good sign as they are working in your file hopefully you will hear something good soon

How come your application is getting processed from toronto, mississauga office. I thought all the outland application need to be send to Sydney canada. Maybe I am wrong
It's okay to start your application at any office you want because they will already send it to another visa office to process your application and the visa office maybe in your country or to another country near to your home country .
Hopefully soon , when I applied the husband of my sister in law was apply also and we get everything together , I check his file and his file still showing in process, so I think it's normal .
67% june 20 2019 applicant. I think this is just based on 12 months processing time
