Today (Feb 17, 2020) I got an email from IRCC to link to my application to an online account. So I think it's considered as AOR.
However, they said I didn't provide a copy of birth certificate so I need to submit it within 7 days.

I don't understand why I need to give birth certificate since my application has only myself (no children at all).
Any chances that someone knows if the birth certificate needs to be notarized?
Also my birth certificate is not English or French, can I translate it by myself?
Yes, You have to provide your Birth certificate copy with paper based file. If it is not in English then translate it to English and it needs be notarized. So you have to submit two copies, one copy of orignal and other translated copy and both notrized.

Thanks for the helpful reply.

I just found out that I had my birth certificate translated and notarized in 2013 when I was applying for study permit. Do you think IRCC has any restrictions on the validity of this outdated document? I know that police certificate needs to be very up to date. I don't know if this policy applies to other docs

you can use it because there is no restriction on the date of the birth certificate document.

I uploaded my 2013 docs to CIC and they accepted.
Today I got AOR letter and BIL.

I am confused now since I gave biometrics in Sept 2019 when I applied for work permit. My application profile even shows that my biometrics will be valid until Sept 2029.

Anyone has the similar experience/situation ?

I found an answer for myself. As per https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/identity-management/biometrics/validity.html,
Biometrics provided in support of a temporary residence application can’t be used for a permanent residence application.

They don’t send email if your application is incomplete, they just send the whole application back to you.
