I think inland is up to March and not April, but I agree that Outland is up to June. I wonder why Outland is faster in India and Turkey.

Same category with your friend? Because you added your spouse to your file. That means that it may take a little bit longer.
Single is the fastest case as compared to married or family case. So, this is normal process.
Most Jan 2019 has not received PPR and DM yet except Sinp-outland case. Are you from the first country which is visa exempt countries? If then, security process will be faster.

i and my friend are sinp inland applicant with post grad work permit. we submitted together Jan 2019 she got her PR already last month Jan 2020. 12months.

submitted to federal in Jan 2019 (biometrics, medicals and criminal check upfront)
AOR in April
COPR in sept
medical expired another request sent in OCT
passport request DEC
PR and passport stamped Jan 1st week
she landed on the 26th of Jan at estevan

I have similar your timeline in Fev AR, i do not know why but it seems IRCC take slow action for Feb AR
