Hello, I'm a principal applicant in Canada and my wife is dependent outside Canada.
I received a letter from IRCC explaining her next steps for submitting her passport to local Canadian embassy.
But I didn't receive any PPR or communication from IRCC whatsoever...
She cannot act on it as there is no confirmation of PR..
What does that mean??

That letter is the PPR. You get the COPR back with the passport.
That's her PPR true, but should I expect my PPR? How do I proceed with my paperwork, please? Visa office is Vancouver. No way I have to travel outside to get my passport validated...

One of my friend is in the same situation as yours, her oversea husband received the PPR first, and it's also Vancouver office. She called CIC and was told to wait an email for PR landing appointment, the agent also said she didn't know why the system sent the husband PPR first.

Hope this help

Thanks. Do you know if the Principal applicant received the COPR? How long did it take?

As of today still nothing, she is still waiting for the appointment. She resides in Manitoba, I guess the Winnipeg landing office is currently full of appointments which is causing the delay
