Please Help. PGWP Chances

I am an international student and have been enrolled full time for the past three years. I wasn't able to get into all my classes this semester and so I took two on campus and two online. Does this mean I will not qualify for a PGWP?

Then if you're not considered full-time by your institution you are not eligible.

Then you technically won't qualify for a PGWP. You should have taken filler courses to makes up to be full-time.
