Ontario. Biometrics were given back in Nov 2016 when I applied for my student visa. IRCC has told me mine hasn't expired yet, and no need for new biometrics. I have done my upfront medical on June 2019.

i have the same timeline as you. Security didnt start. I feel like they batch process everything. prolly all of our files will be given to security together.
