Are you already a PR or have an application in to be one a PR ? If not it would be very challenging to get anywhere if at all with starting a cafe business as a non resident. Do you have either a citizen or resident business partner ?
In which city / province had you in mind for this business given obviously Canada is pretty swamped with such places already and not even sure the startup route would be successful.
