It's pretty much the same as anyone else. The individual applying will need to show they have sufficient funds to cover tuition and living expenses (i.e. at least $25,000) and also show strong ties to their home country. Higher chances of approval if they are applying to take a bachelor degree in Canada vs. a diploma / certificate.

There are not really any cheap institutions for international students and anyway without knowing what you plan to study even if there were it would be difficult to recommend. Unlikely as an international student any scholarship would be available.

What I mean by cheap/affordable is in term of cost comparison. I do hear from folks that there are some colleges that charge as low as 7000cad per year for international student. I am looking for tuition that is as low as $7,000-$10,000 across Canada

I would suggest make google your best friends, there are hundreds of school that charges 7000- 10000 per year. You just need to do your research and break it down to the school you like and if they offer courses you want to pursue
