I am seeking counsel on the best path forward in order to obtain a TVV for my boyfriend of 2 years. To date, we have been rejected three (3) times in our attempts over the last seven months. Each rejection has come with it's own reason as per the items below, and 2 of the three items have since been mitigated (resolved).
We have provided the following as part of our overall application: proof of degree and published dissertation, letters from Vice Chancellor of the University, letters from his completed 4 year internship, Owned Business registration and documentation, tax receipts, 6 month bank funds, total of funds in the account marked as "Canada Savings", Sponsorship letter proving that all Accommodations are accounted for (rent free, food and transportation), my sponsorship letter disclosing the background of our relationship, length of time, itinerary and methods of communication in the last 2 years, confirmation of members of my family and method of communication, and finally his previous travel to neighboring countries.
Is there anything we are missing? Help and honest guidance is welcome.
It has been suggested that perhaps we draft a proposal as opposed to assembling an Application. Thoughts?

- Rejection 1: insufficient funds - (mitigated)
- Rejection 2: request for a letter from Vice Chancellor of University confirming his BA Degree was complete and his Dissertation was published as part of the degree requirement - (mitigated).
- Rejection 3: requires strong ties to prove a return to his home country, - Land rights required.
